For ex. Brussels +1h versus to Dubai +4h, there is a difference of -3 hours, so Brussels is always 3 hours behind Dubai in standard time. During Europe Daylight Saving Time we will subtract 1 hour = -2 hours.
Brussels, Belgium and Dubai, UAE coincide in standard time from the last Sunday of October (End of Europe Daylight Saving Time) until the last Sunday of March of the following year. (Start of Europe Daylight Saving Time).
