For ex.   Dubai +4h, versus New York -5h there is a difference of 9 hours, so Dubai is always 9 hours ahead of New York in standard time. During US Daylight Saving Time we will subtract 1 hour = +8 hours.
      Dubai, UAE and New York, US, coincide in standard time from the first Sunday of November (End of US Daylight Saving Time) until the 2nd Sunday of March of the following year. (Start of US Daylight Saving Time).
